### Responsibilities
The primary purpose of this position is to fulfill the duties of the Patient Safety Manager (PSM) with responsibility for administering the overall Patient Safety Program (PSP) in the Military Treatment Facility (MTF), executing project management, program integration and administrative, clinical, educational, and research components of a comprehensive PSP.
* Plans, organizes, directs, and manages, in collaboration with the Chief of the Medical Staff (SGH), the MTFPSP to support and advance Air Force Medical Service (AFMS) Strategic Healthcare safety and reliability objectives.
* Provides oversight of MTF care delivery processes for PSP-related risks of patient harm. Directs, facilitates and oversees all aspects of investigations related to Root Cause Analyses (RCAs) and Sentinel Events (SEs), as well as other events deemed necessary for further review.
* Directs and coordinates PSP-related accreditation and compliance programs for the MTF. Advises staff on civilian accreditation requirements for PSP performance. Researches, interprets, analyzes, and applies accrediting agency standards, as well as DoD and AF regulatory policies and guidance.
* Establishes mechanisms to educate staff on key patient safety principles and on elements of a reliable safety culture. Guides facility leadership in the performance of effective leadership safety rounds.

**ADDITIONAL CONDITIONS OF EMPLOYMENT:**
1. Master's degree or higher in health care or health-related field, and 10 years of combined in/outpatient healthcare facility experience is highly desired.
2. Must attend the DoD Basic Patient Safety Manager Course within 6 months of employment.
3. Certified Professional in Patient Safety (CPPS) certification by the Certification Board for Professionals in
Patient Safety (CBPPS) is preferred.
4. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
### Qualifications
**Specialized Experience:**
One year of specialized experience equivalent to the GS-09 grade level, which includes progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

**FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:** Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):**Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD regulations and directives related to patient safety as well as of regulatory agencies' standards, including accreditation requirements by civilian accreditation agencies such as The Joint Commission.
2. Knowledge of methods, principles, and practices related to patient safety and Trusted Care/High Reliability Organization.
3. Knowledge of missions, organizations, programs, and requirements of healthcare delivery systems, and of the relationships of patient safety, performance improvement, quality management, and risk management within the AF Medical Service.
4. Knowledge of analytical processes and tools, such as RCAs, FMEAs, PRAs, TapRooT, and PSR system; basic quantitative and qualitative data analysis; and Microsoft Office applications (Access, Word, Excel, PowerPoint), Visual Basic, SQL, related databases, and visual report design tools.
5. Skill in written and oral communication, public speaking, group facilitation, and interpersonal relationships.
6. Ability to analyze, collate, and present information and reports as well as to prepare and conduct training sessions to educate all levels of healthcare staff in the area of patient safety.
**PART-TIME OR UNPAID EXPERIENCE:**Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
**VOLUNTEER WORK EXPERIENCE:** Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
