Sr. Project Management Specialist (Fuels) - APTIM (Guam)
**Job Overview:**
Project Management Specialists are responsible for specific tasks and scopes and operate under the oversight of a Project Manager.
**Key Responsibilities/Accountabilities:**
**Pre Contract:**
+ Defines and manages scope, schedule, deliverables and/or budget for bid opportunities
+ Identifies innovative approaches and actively participates in development of a competitive project execution strategy
+ Coordinates resources to meet bid development objectives
+ Identifies and quantifies risks and participates in development of pre-contract risk register
+ Interface with SBU Operations Directors to facilitate questions and meetings
+ Follows pre-contract policies and procedures
+ Identify and facilitate conflict and issue resolution
+ May support a Project Manager or work directly with Operations Director
**Post Award:**
+ Manages a defined scope, schedule, deliverables and/or budget
+ Coordinates resources to meet short-term and long-term objectives
+ Demonstrates foresight to anticipate problems and delivers solutions
+ Explains difficult issues and obtains agreement
+ Interface with client and stakeholders to facilitate questions and meetings
+ Inspect documents for accuracy against policies and procedures
+ Identify and facilitate conflict and issue resolution
+ Produce status reports
**Basic Qualifications:**
+ Bachelor's degree (or substantiated and relevant on-the job experience)
+ 5-10 years of experience
+ Strong Microsoft Office skills, particularly Excel, Visio and Project
+ Detail-oriented
+ Effective communication skills
+ Professionalism, courteousness, and ability to work within a dynamic office atmosphere
+ High level of initiative and ability to work in both individual and team environments
+ Handles stressful situations and deadline pressures well
+ Must be able to work in a complex and fast moving environment
**Desired/Preferred Qualifications:**
+ Background in Engineering, Architecture, Applied Science, Construction Management
+ Experience with Federal Government contracting, safety & quality requirements; aircraft fuels systems; fluid handling systems including controls systems and electrical requirements; underground utilities, excavation & paving on/for flight lines.
+ Project management industry experience
+ PMP or CAPM Certification
