SUMMARY

The Quality Control Manager is responsible for the implementation and management of the project Quality Control Program.

QUALIFICATIONS:

A graduate of a four-year accredited college or university program in one of the following disciplines; Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science is necessary for this position. LEED Accredited Professional desirable. CAD/Architectural drafting desirable. Minimum ten years of experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager, with at least two years of experience as a QC Manager. Familiar with the requirements of EM 385-1-1, and have experience in the areas of hazard identification, safety compliance, and sustainability. Note: Experience requirements vary based upon government agency (Corps of Engineers, Navy, etc.) and geographic location. Federal work a must, USACE of NAVFAC. Experience on Design/Build projects and civil background.

CREDENTIALS AND/OR SKILLS AND ABILITIES:

Independent judgment, excellent organizational and time management skills, and the flexibility to coordinate multiple projects. Excellent communication, public speaking, leadership, and supervisory skills. Must be proficient in Word, Excel PowerPoint and Outlook.

DUTIES OF THE POSITION:

Prepare and implement project specific QC Plan. Develop and maintain submittal and testing logs. Organize mutual understanding meeting with owner and subcontractors. Conduct weekly QC meetings with owner and project team. Participate in weekly subcontractor meeting with project team. Implement methods for monitoring work activities such as three phases of control and daily progress reports to accurately inform project manager and/or project superintendent of current status of work activity. Coordinate and participate in pre-installation conferences with subcontractors. Coordinate, through intermediate QC personnel, follow-up inspections. Document all quality inspections and pre-installation meetings. Manage and coordinate QC Specialists, Testing Laboratory personnel, and any other inspection and testing personnel. Ensure testing is performed and provide QC certifications and documentation required by contract. Manage, through intermediate QC personnel, the construction staff in preventing quality problems by performing daily, pro-active quality inspections of all construction activities. Assist employees in solving quality work problems by communicating with project manager and project superintendent. Employee has the authority to stop work they feel is non-compliant until the issue(s) can be resolved. Review submittals for accuracy and compliance with plans and specifications. Coordinate interface between separate trades. Ensure that shop drawing and submittal review and approval process is effective and efficient. Ensure that required records and documents are properly prepared and maintained such as daily reports, photos, testing and submittal logs, LEED implementation and documentation. Familiarization with government QC data base programs i.e. QCS. Develop and maintain library of QC standards. Work with QC personnel and project team to ensure timely closeout of all subcontractors. Ensure as-built drawings, operation and maintenance manuals are submitted timely. Develop a warranty manual and establish warranty and call back procedures. Communicate with owner, project manager, superintendent, and subcontractors to collect quality information for improvement and/or quality concerns. Relates well to a broad spectrum of people including owner, project manager, superintendent, and subcontractors. Builds constructive and effective relationship to solve quality issues. Investigate complaints and work towards corrective action on issues to do with quality. Participate in the construction document review and construction-ability review of the projects. Assist with preconstruction efforts on all projects as needed. Coordinate with pre-construction team and take leadership role on QC issues. Assist with Design-Build projects. Attend design development meetings, review drawings and specifications to assure quality of documents and construction details. Other duties as assigned.
