Serves an an Operations Supervisor in an ATC-8 Combined En Route Radar Approach facility responsible for planning and directing operations within delegated areas of responsibility. Provides first-line supervision to a team of developmental and certified professional controllers. Supervises a staff of air traffic control specialist who is responsible for carrying out air traffic control assignments within a geographic area. Plans and assigns work to be accomplished by subordinate employees. Sets work priorities and schedules. Approves leave; gives advise, counsel, and instruction to empoyees on both work and administrative matters. Evaluates performance of employees and recommends performance ratings.

### Qualifications

In addition to meeting the general experience requirements, applicants must possess specialized Air Traffic experience in a military or civilian air traffic facility which demonstrates progressively responsible experience of a scope, quality and degree such as to have equipped them with the ability to perform duties at the grade level for which application is made. Candidate must also meet the following:

1. Must have held an FAA 2152 FV-J/FG-14 or above regional or headquarters position for at least 1 year (52 weeks);

OR 2. Must have been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility; (NOTE: An employee who has been facility rated or area certified for at least 1 year (52 weeks) in an ATS facility that is upgraded is considered to meet the qualification requirements of the upgraded position, since he/she has been performing the higher graded work);

OR 3. Must have held a MSS-2 position for at least 1 year (52 weeks) in an ATS facility.

In addition to the qualifications listed above for MSS positions, the chart on MSS positions will be used to determine which career level applicants are qualified to make application.

QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

In accordance with HRPM EMP 1.29/1.29a, this position may be a Career Enhancement Program/Career Progression assignment. The selectee(s) may be eligible for pay retention. Career Diversity is not enhanced when an employee is assigned to a staff or supervisory position in which they previously held on a permanent basis. This position is covered by the Department of Transportation's Drug and Alcohol Testing Program. Evaluation Criteria (EMP-1.14; FAA Managerial Workforce Planning MSC-10.4): Eligible candidates will be evaluated based on FAA Managerial Workforce Planning Selection Factors 1 through 4.

3R Position: This is a 3R Position. Applicants selected under 3R will be required to sign an Employment Agreement, FAA Form 3330-5, in accordance with Order 3330-6B, Reemployment, Restroration, and Return Rights. Applicants with unexpired return rights must show: 1) Current tour, 2) the region to which return rights exist, and 3) expiration date of these rights. Note: The Home Sale Program will not be included as a PCS benefit.

Information About Guam: Guam is a tropical island located in the Pacific Ocean. It has a land area of approximately 225 square miles, and is the largest island in Micronesia. It stretches in a north/south axis for 32 miles from the rugged northern cliff of Ritidian Point to the peaceful fillage of Merizo in the south. Its tropical climate is warm and humid. Tempertures range from 70 to 90 degrees with a mean annual temperature of 81. The island finds relief in trade winds during the dry season, December throught April. May and June are the hottest months, and most of the rain falls from July to September with an average yearly percepitation of 70 inches. Guam is a Territory of the United States and its people are U.S. citizens. The island is represented in the U.S. Congress by one non-voting delegate. At present, the total population of Guam is approximately 170,000. Guam has public elementary and secondary schools as well as parochial and private schools. However, some employees have expressed the opinion that the school system is not up to the standards of most mainland school systems, especially at the junior and senior high school levels. Department of Defense Activity (DODEA) schools are aslo available to those that possess a 3R contract. The University of Guam is a four year institution offering AA/BA/BS degrees and graduate programs leading to an MA.

A Cost of Living Allowance (COLA) of 13.01% will be paid upon arrival at post of duty.

Post Differential of 11.99% will be paid upon arrival at post of duty.

Early Retirement Coverage: This position is covered under PL 92-297 for "good time" purposes.

This is not a bargaining unit position.
