Job Description

The Project Manager is responsible for profitably managing all administrative and field construction activities related to assigned projects. Project Managers have direct control over Project Superintendents, Project Engineers, and Project Coordinators assigned to project(s). This person is also responsible to establish and maintain successful relationships with all stakeholders on his/her projects. Also, is capable of managing projects independently. A Project Manager typically reports directly to a Project Director.

Project Description

Water and sewer line related structures construction. Work performed may include new work, reconstruction, rehabilitation, and repairs.

DUTIES OF THE POSITION:

Make recommendations for job assignments and promotions. Make recommendations regarding staff development needs. Make recommendations regarding staff disciplinary actions, if warranted. Complete performance appraisals for direct reports. Understand and openly discuss role profile for direct reports. Coordinate with pre-construction to make sure a construction activity schedule is prepared. Ensure that the project has a seamless transition from pre-construction staff to operations. Implement value analysis as outlined during the pre-con phase. Monitor pre-con schedule milestones including planning, permitting, marketing, design and construction. Identify and address long-lead items and include in the project schedule. Assist, as requested, with preliminary schedule, general conditions and bid strategy and solicitations. Assist with conceptual estimating and scheduling of the project during the pre-con phase as required. Know the qualifications, assumptions and pending value analysis issues utilized in the contract. Organize the project team, develop assignments for all members and review project with team. Identify and recommend value analysis and scope reduction opportunities on the project. Prepare and implement the project plan with input from all members of the project team, including selecting the equipment to be used on the project. Determine the division of work into trade breakdowns. Prepare overall project schedule with input from the Project Superintendent and the Construction Manager. Attend and conduct regular job meetings. Ensure meeting minutes are issued within 24 hours. Ensure the estimate is properly and timely rolled into job cost. Proceed with work only to the extent an executed contract, subcontracts, insurance, bonds and executed change orders are properly in place. Review and enforce all prime contract terms and obligations. Observe work in progress during field visits, question any procedures or end-products that don’t appear appropriate and discuss with the Project Superintendent for resolution. Ensure that the project plan and schedule are maintained. Initiate changes to increase quality and client service continually throughout the duration of the project. Review construction progress to ensure the highest standards of quality consistent with the contract documents. Update the project plan as required and initiate changes to keep the project on schedule. Prepare periodic owner status reports as required. Review weekly construction progress to ensure the project plan is followed and schedule is maintained. Initiate changes to keep project on schedule. Advise Construction Manager of issues that pose a potential cost or schedule problem, including issues with subs, designers or owners. Negotiate and execute assigned contract changes, subcontracts and purchase orders within delegated authority. Maintain a complete understanding of the budget/GMP and how it was developed. Provide timely notice of all potential scope issues to the owner. Review and final approve payments to materials suppliers and subcontractors with superintendent input. Ensure the monthly owner billings are prepared. Billings must reflect contract terms and be submitted and collected on a timely basis. Maintain accurate monthly projections per contract terms utilizing TWC standardized systems and processes. Track and resolve subcontractor and materials supplier requests for change. Ensure the appropriate subcontract amendments are issued on a timely basis. Negotiate issues and execute subcontract and vendor change orders within delegated authority. Revise budget and job cost codes, as necessary. Assure project goals are met throughout the project duration. Ensure that an effective RFI process is in place to address RFI’s in a timely manner. Create and maintain working relationships with owners, architects, vendors, governing authorities, subs and general public during all phases of the construction process. Identify their strengths and weaknesses and seek to improve the company’s image with them and the general public. Ensure that the contract documents are complete and show the desired intent of the designer. Ensure that documentation is generated for all directives, changes and problems. Ensure the proper record documents are maintained in accordance with standard procedures. Ensure the proper documentation, tracking and managing of the discharge process of all subcontractor and owner claims. Ensure project closeout is completed promptly and accurately by the project team utilizing ECC. Stay in close contact with the owner and the designer during this process. Ensure company reputation is maintained with a successful closeout. Other duties as assigned.

Required Skills

Exceptional organizational, interpersonal, managerial, communication and business development skills Knowledge of fundamental business practices, excellent written and verbal communication skills, proficient use of Microsoft Word and Excel Ability to work independently and analyze information effectively

Required Experience

+10 years experience and team leader Managed NAVFAC or USACOE projects Familiar with MEC (Munitions and Explosives of Concern) and Unexploded Ordinance clearance Experience in Sewer and Utility projects. (Force main & Gravity Sewer) Experienced in Financial reporting, cashflow and forecasts Proficient in MS office
