Physical Security Maintenance for Electronic Security Systems (ESS) of Naval Computer & Telecommunications Station (NCTS) Guam
STATEMENT OF WORK
General Intent
The Contractor shall provide scheduled routine maintenance and repair on all ESS owned and
operated by NCTS Guam. ESS includes all Intrusion Detection Systems (IDS), Closed-Circuit
Televisions (CCTV), Access Control Systems (ACS), and all cabling – Fiber and Copper, connection points, terminals, Balanced Magnetic Switch (BMS) Contacts, Electronic Door Strikes and other related items necessary for the effective operation of a physical security system.
Emergency repairs will be provided on an as-needed basis in response to notification from NCTS
Guam’s Physical Security Department (N00SM). The Contractor will provide and maintain a 24hour POC for receipt of emergency calls. All emergency repairs must be completed within the Maximum Repair Time listed in the below table:

Note: All timelines are negotiable if circumstances do not allow for repair times to be met
(i.e. parts required need to be ordered)
NCTS Guam has multiple ESS components that are End of Life (EOL)/End of Service (EOS) –
meaning replacement parts/components are no longer manufactured. In the event an EOL/EOS
equipment fails and cannot be repaired/replaced without retrofitting or upgrading the existing
ESS, Contractor shall contact NCTS GU POC to determine way forward.
The Contractor will submit a proposed maintenance schedule to N00SM within ten days
following the award. Failure to submit a schedule or to follow the accepted and approved
schedule may be grounds for termination for default or a reduction in contract price. Routine and emergency maintenance and repair includes all ESS equipment located at NCTS owned
buildings as specified in 2.0 of the Statement of Work. The Government will provide authorized
escorts with proper clearances, log in and passwords for all facilities.
Initial Inventory Inspection and Baseline Report
Within ten days after award, Contractor will conduct an inventory and inspection of all ESS
equipment to be maintained under this contract and provide a copy to N00SM. The findings of
the inventory and inspection will be reviewed by the Contractor and N00SM in order to ensure
all ESS equipment has been identified.

Period of Performance/Contract Type:
Security System Maintenance in accordance with the Statement of Work (SOW) provided.
Period of Performance: 365 days
Mobilization within 10 days of contract award.
Responsibilities and Duties
1.0 Summary of Service:
Provide full service and maintenance for all ESS
Equipment as described herein below.
Note: Upon completion of work performed, for accountability and QA purposes, a site
inspection report will be submitted.
Item 1a. Intrusion Detection System (IDS):
The Contractor will verify and perform all inspections and testing to confirm the IDS systems are
communicating with the Regional Dispatch Center, B6009. Service is to be provided once every
quarter or once every three months. Service work orders are to be submitted and signed by
Physical Security personnel.
All keypads will be wiped and lubricated to ensure operation of keypad buttons. A system status
at the keypad will be obtained for any system troubles as well as concurrence from the Regional
Dispatch Center reports.
The motion detectors, BMS Contacts and other devices will be tested and cleaned in accordance
with the manufacturer's procedures.
Item 1b. Access Control System (ACS):
ACS system panels or devices located at sites listed under 2.0 Place of Performance will be
cleaned and inspected for operability. Doors strikes that are controlled by ACS will be
tested/inspected for proper operation. Inspect ACS keypads for environmental damage and test
operational status of the keypads’ keys. Additionally, test all keypads with swipe or proximity
card reading capabilities for proper operation and communication back to the ACS panel.
If a Request-to-Exit switch exists, test for proper operation and bypass of locking mechanisms.
Electronic Door Strikes will be tested for proper locking/unlocking when activated via ACS or
by other means. Any discrepancy found will be troubleshot and remedied. If required,
Electronic Door Strike will be replaced.
Item 1c. Closed Circuit Television System (CCTV):
CCTV monitors, digital video recorders (DVR) and associated head-end equipment or cameras
located at any site listed under 2.0 Place of Performance will be cleaned, inspected for
discrepancies and tested for proper operation. All camera enclosure ventilation ports and
environmental bubbles will be cleaned. Camera mount anchor points will be inspected to ensure
camera is mounted securely. Where necessary, verify DVR recording status, and ensure camera
feed properly displays on monitors. Tune/re-position cameras as needed. Cables will be
inspected for damage, wear and water intrusion.
Item 1d. Uninterruptible Power Supply (UPS)/Back-up Batteries:
All UPS/Back-up Batteries will be cleaned and inspected. UPS/Back-up Batteries will be load
tested according to manufacturer's recommended procedures. A recommendation for replacement
will be submitted for all batteries that fail the load test. The charging rate will be tested to verify
proper charge current levels. Discrepancies will be noted in the inspection report.
Item 1e. Cabling, Connection Points, Terminals:
All Cabling, Connection Points, Terminals and other associated material that provides power,
data, grounding or communications for ESS panels, keypads and cameras shall be inspected for
wear and tear, corrosion, and water damage during quarterly maintenance. Testing of cabling,
Connection Points, Power and Terminals will be conducted on an as needed basis in order to
determine root cause of a degraded component of the ESS. Deteriorated or Out of Commission
cabling will be remedied, returning the system to full operation.
Qualifications and Skills
Relevant Experience
Primary Technicians shall be BITSI certified.
Certified Technician.
